The President’s objections on Madrasa Registration Bill have come to the fore.

The President referred to the existing laws regarding the registration of madrasas. He referred to the Pakistan Madrasa Education Board Ordinance 2001 and the Islamabad Capital Territory Trust Act 2020.

The President says that new legislation cannot be possible in the presence of both the Acts, the Societies Registration Act 1860 is in effect within the limits of Islamabad.

There is no provision in the bill regarding the application of the new amendments only in Islamabad, by registering madrasas as societies, they can be used in addition to education.

There is a contradiction in the definition of madrasa in various provisions of the new bill, there is no mention of madrasa in the preamble of the Societies Registration Act, 1860, the inclusion of madrasah education in the new bill will create a contradiction with the preamble of the 1860 Act.

The registration of madrasas under this law will lead to the spread of sectarianism, the construction of many madrasas in the same society will lead to the deterioration of the law and order situation.

The President of the State objected that the registration of Madrasahs in the societies will lead to conflict of interests, such conflict of interests will face international criticism.

With the approval of the bill, FATF and other international organizations may change their views and ratings on Pakistan.
